В Южной Корее прошла встреча и научный симпозиум ICLAFI-PRERICO

16-20 октября на острове Чеджу в Южной Корее состоялись совместная ежегодная встреча и научный симпозиум двух международных научных комитетов ИКОМОС – по правовым, финансовым и административным вопросам (ICLAFI), и по религиозным памятникам и ритуалам (PRERICO). Тема мероприятия – «Сравнительные перспективы: Актуальные вопросы права, религии, наследия и сохранения».

Цели ICLAFI состоят в содействии международному сотрудничеству экспертов по вопросам идентификации, изучения и решения правовых, административных и финансовых вопросов, связанных с признанием официального статуса, охраной, поддержанием и сохранением памятников, ансамблей и достопримечательных мест. Для достижения этих целей проводятся научные конференции и семинары, совмещенные с встречами членов комитета и учебными визитами. В дополнение комитет предоставляет консультации по правовым, административным и финансовым вопросам Генеральной Ассамблее ИКОМОС, его Исполнительному комитету, национальным и научным комитетам.

PRERICO способствует исследованию, пониманию, защите, сохранению и управлению структурами, объектами, ландшафтами и другими местами религиозного или священного значения, ассоциирующимися с ними видами деятельности. Это включает в себя ритуалы, ремесла и другие формы нематериального культурного наследия, ценных как наследие в религиозном и ритуальном контекстах.

В мероприятиях, которые состоялись на острове Чеджу (сам остров является объектом Всемирного природного наследия ЮНЕСКО), участвовали члены ICLAFI и PRERICO из Южной Кореи, Эстонии, Швеции, Франции, Тайланда, Сенегала, Аргентины, Израиля, США, Великобритании, Ирландии, Филиппин, Румынии, Турции, Германии, Польши, Бельгии, Японии и других стран. Впервые в мероприятиях ICLAFI приняли участие представители из России: ассоциированный член ICLAFI и член Советов НК ИКОМОС, Россия и ИКОМОС СПб Николай Лаврентьев, а также член ИКОМОС СПб Андрей Гаревский.

В ежегодной встрече членов ICLAFI участвовал Президент ИКОМОС и экс-Президент ICLAFI Тошийоки Коно. После научного симпозиума членам ICLAFI было представлено новое руководство научным комитетом, которое было избрано в ходе заочного голосования (по Интернету) в июле 2018 г. Новым Президентом ICLAFI стал Гидеон Корен (Израиль). Вице-президентами избраны ErnestoBecerril (Мексика), SaraByström (Франция), NitinSinha (Индия). Генеральный секретарём переизбран на очередной срок Джеймс Рип (США).

Международный научным симпозиум «Сравнительные перспективы: Актуальные вопросы права, религии, наследия и сохранения» был посвящён двум основным темам:

- Культурное и религиозное многообразие в контексте сохранения наследия и законодательства.

- Как можно защитить «Дух места» памятников и достопримечательных мест? Будет ли юридический подход эффективным инструментом?

На симпозиуме были представлены различные доклады. Большая часть докладов рассказывала о проблемах охраны религиозных памятников в конкретных странах, другая часть сообщений была посвящена общемировым проблемам охраны религиозных памятников и религиозных традиций (ритуалов). К симпозиуму был напечатан сборник тезисов докладов участников.

Участники из России представили совместный доклад о проблемах охраны религиозного наследия в России, в котором выделено 4 основных проблемы: искажение внешнего и внутреннего облика культовых зданий, являющихся памятниками, при их ремонте и реконструкции; заброшенные и разрушающиеся памятники архитектуры; передача религиозным организациям предметов музейного фонда и храмов-музеев; строительство новых религиозных объектов, искажающих охраняемые виды и панорамы памятников архитектуры, их включение в пространства городских зелёных зон (презентацию см. ниже).

Участники симпозиума проявили интерес к существующим проблемам охраны религиозного наследия в России, а также выразили готовность к сотрудничеству со специалистами по охране памятников нашей страны, которая до настоящего времени крайне незначительно представлена в международных научных комитетах ИКОМОС.

В последний день мероприятий, 19 октября, для участников была организована экскурсия по острову Чеджу, в ходе которой состоялись посещения «Секретного сада», деревни Haenyeo южнокорейских женщин-ныряльщиц, профессия которых включена в Список нематериального Всемирного наследия ЮНЕСКО, Музея естественной истории острова (Jeju Stone Park).

Представители России выражают искреннюю благодарность организаторам мероприятия – ICLAFI, PRERICO и ICOMOS Korea (при поддержке Специальной самоуправляемой провинции Чеджу), за приглашение и высокий уровень организации встречи. Следует особо отметить исключительно доброжелательную атмосферу, которая сопровождала все мероприятия, несмотря на достаточно напряжённый график, большое количество докладчиков и событий.

On 16-20 October on the island of Jeju in South Korea two ICOMOS international committees - the International Scientific Committee on Legal, Administrative and Financial Issues (ICLAFI) and the International Scientific Committee on Places of Religion and Rituals (PRERICO) held an annual meeting and joint symposium “Comparative Perspectives - Contemporary Issues on Law, Religion, Heritage and Conservation”.

 

ICLAFI aims at promoting international cooperation of experts on a variety of issues connected with identification, studying and solution of legal, administrative and financial issues in respect of recognition of the official status, protection, maintenance and preservation of monuments, ensembles and sites. To this end the committee holds conferences and seminars combined with meetings of the committee members and study visits. Besides, the committee provides support on a wide variety of legal, administrative and financial matters to the ICOMOS General Assembly, its Executive Committee, National and Scientific Committees.

PRERICO has been established to research, understand, protect, preserve and manage a wide variety of structures, sites, landscapes and other religious and sacred places, associations or activities. This includes rituals, crafts and other forms of intangible cultural heritage, which are valuable in respect of their present, past and future roles in religious and sacral contexts.

Among those who participated in the events held on the island of Jeju (UNESCO Natural Heritage Site) were members of ICLAFI and PRERICO from South Korea, Estonia, Sweden, France, Thailand, Senegal, Argentina, Israel, the USA, Great Britain, Ireland, Philippines, Romania, Turkey, Germany, Poland, Belgium, Japan and others. For the first time representatives from Russia participated in the ICLAFI events: Nikolay Lavrentyev, associate member of ICLAFI and board member of ICOMOS Russia and ICOMOS St. Petersburg branch, and Andrey Garevsky, member of ICOMOS St. Petersburg branch, managing partner of AAG Legal LLC.

Mr Toshiyoki Kono, President of ICOMOS and former President of ICLAFI, participated in the annual meeting of ICLAFI members. After the symposium the new board of the scientific committee, elected by correspondence via the Internet in July 2018, was introduced: Gideon Koren became the new ICLAFI President, Ernesto Becerril (Mexico), Sara Byström (France) (re-elected to another term), Nitin Sinha (India) were elected Vice-Presidents. James Reap was re-elected Secretary General.

The international scientific symposium “Comparative Perspectives - Contemporary Issues on Law, Religion, Heritage and Conservation” was dedicated to two main topics:

- Cultural and religious diversity in the context of preservation of heritage and legislation;

- How could the “spirit of the place” of monuments and sites be protected? Will the legislative protection be an effective instrument?

A variety of reports were presented in the course of the symposium. Most of them tackled the issue of protection of religious monuments in specific countries. Others were dedicated to international problems of protection of religious monuments and traditions (rituals). A collection of abstracts from the participants’ reports was published.

Participants from Russia, Nikolay Lavrentyev and Andrey Garevsky, presented a paper about protection of religious heritage in Russia, and focused on 4 main problems: distortion of the outside and inside appearance of places of worship which are monuments in the course of works of repair and reconstruction; abandoned and dilapidated architectural monuments; transfer of objects from museum and museum-temple collections to religious organizations; construction of new religious facilities which distort the protected sights and panoramas of architectural monuments, as well as development of urban green areas (see below).

The participants of the symposium showed interest in the present-day problems of religious heritage protection in Russia and expressed their willingness to cooperate with experts on monument protection from Russia, which at present is poorly represented in the ICOMOS international scientific committees.

On the final day of the event, October 19, the participants went on a trip around the island of Jeju, during which they visited the “Spirited garden”, the village of Haenyeo (Jeju female divers) which is on the UNESCO’s list of Intangible Cultural heritage, and Jeju Stone Park, where they found out a lot about the origin and geological history of the island.

The representatives from Russia would like to express their gratitude to the organizers of the event, namely ICLAFI, PRERICO and ICOMOS Korea, and Jeju Special Self-Governing Province for the invitation and extremely high level of the annual meeting of members of the international scientific committees and the international scientific symposium. It should be mentioned that the atmosphere was truly inviting, despite the tight schedule and a big number of spokespeople and events.
